Lugoe is an alumnius of the State University for Geodesy and Geomatics (M.Sc/Eng) in Moscow and of the University of New Brunswick, (PhD), in Fredericton Canada.
Lugoe is a licensed land survreyor, academician and consultant.He is author of over 120 publications in books, journal papers, policy briefs and conference proceedings.
