Despite the substantial progress made to decentralize education management at the district level to School Management Committees (SMCs), stakeholders complained that SMCs are not performing as expected.
In order to identify factors impeding the performance of SMCs, two sets of 4 point-scale survey questionnaires and an interview guide were used to collect data from 247 SMC members in 28 schools in Akwapim North District.
A second 4-point Likert scale questionnaire were administered to officials responsible for monitoring SMCs to investigate the performances of SMCs in the twenty-eight schools purposively selected.
When the data were analyzed using principal component analysis (PCA), correlation and multiple regressions, SMC─ Community interaction , Community Support, SMC capacity building , SMC level of involvement, stakeholders Participation, and DEO –SMC level of interaction were found affecting performance of SMC in school management.
However, DEO ─SMCs poor relationship was identified as the most overriding impeding factor.
Interview results also indicated that DEOs minimally involved SMCs in policy formulation and implementation.
