The topic of this study is “The European Union Foreign Policy towards Africa, Rhetoric and Reality: Mozambique, A Case Study”.
It argues that the EU’s Foreign Policy is rhetoric while its Member States’ foreign policies are reality.
The divergence between The EU and its Member States seems to be motivated by the lack of consensus among the EU Member states and by the divergence of the theoretical approaches.
The dichotomy EU’s foreign policy versus its Member States’ foreign policies appear to be visible in Africa.
This paper highlights the cases of the UK, France and Portugal, which play a relevant role in Africa due to their status of former colonizers.
The paper concludes that the EU’s Foreign Policy remains at a rhetorical level while the EU Member states’ foreign policies are reality.
For this reason, the African states should improve their relations with the EU Member States because they are the ones who have real foreign policies.
